Classic D&D character classes and races have been replaced with options that fit within Tolkien’s world. This is a high fantasy game with lower-powered characters undertaking epic quests in the period between Bilbo returning from his quest and Frodo departing on his. The orcs have been driven into hiding but they are not gone, and as much as the people of Middle Earth would like to believe the Enemy was defeated in the War of the Last Alliance, Sauron is very much an active, albeit subtle, threat.
